Coronavirus: Retail, Hospitality, Tourism and Leisure Top-Up Scheme

The Retail, Hospitality, Tourism and Leisure Top-Up Scheme provides financial support of up to £10,000 to businesses that received the £25,000 Retail, Hospitality, Tourism and Leisure Grant in 2020 and have not been paid under the Localised Restrictions Support Scheme or Covid Restrictions Business Support Scheme: Part B, subject to some exclusions.

Applications for this scheme closed on Monday 28 July 2021 and all applications have now been processed.

Appeals and requests for late consideration will no longer be accepted. This is effective from 7 October 2021.

This grant covers a wide range of businesses across retail, hospitality, tourism, leisure and manufacturing. The business must have been open and trading on 1 March 2021 to be eligible for a top-up payment.

As with the £25,000 Retail, Hospitality, Tourism and Leisure Grant, only one grant will be paid to businesses which occupy multiple premises.

The Retail, Hospitality, Tourism and Leisure Top-Up will be awarded in line with the following financial regulations:

Payments to businesses which received the £25,000 Retail, Hospitality, Tourism and Leisure Grant in 2020

Businesses which received the £25,000 Retail, Hospitality, Tourism and Leisure Grant in 2020 were automatically assessed for eligibility for the Retail, Hospitality, Tourism and Leisure Top-Up.

Automatic payments to eligible businesses

If LPS did not require further information to confirm that a business was eligible for the Retail, Hospitality, Tourism and Leisure Top-Up, their grant payment was issued in late May to the bank account that was used for payment of the £25,000 Retail, Hospitality, Tourism and Leisure Grant in 2020.

These businesses received an email or a letter to confirm that the grant payment has been issued, as well as a remittance email or letter.

If circumstances have changed and your business is not eligible to receive this grant, or if your business wishes to decline the grant, you can return your grant payment using the details shown below:

The number to be included in the description/text field is the document number which can be found on the remittance advice you will receive. Your business name should appear automatically in the sender field.

Businesses which are not eligible for the Top-Up

Businesses which are considered as ineligible for this grant did not receive an automatic top up payment. This includes businesses which already received more than £10,000 through the Localised Restrictions Support Scheme, the Covid Restrictions Business Support Scheme or the Large Tourism and Hospitality Business Support Grant.

Businesses which received the £25,000 Retail, Hospitality, Tourism and Leisure Grant in 2020 who were required to apply for the Top-Up

Some businesses were required to apply online to verify their eligibility before they could be considered for a top-up payment. This included businesses occupying rental premises and businesses which may have moved premises since they received their grant payment in 2020.

The Retail, Hospitality, Tourism and Leisure Grant Top-Up was open to online applications from 12 noon on 30 June 2021 until 23:59 on Wednesday 28 July 2021.

Businesses which did not receive the £25,000 Retail, Hospitality, Tourism and Leisure Grant in 2020

Businesses which started trading after applications for the £25,000 Retail, Hospitality, Tourism and Leisure Grant closed in May 2020, which would have been eligible for this grant, could apply for the Retail, Hospitality, Tourism and Leisure Grant Top-Up if they were open and trading at 1 March 2021.

The Retail, Hospitality, Tourism and Leisure Grant Top-Up was open to online applications from 12 noon on 30 June 2021 until 23:59 on Wednesday 28 July 2021.

How much will eligible businesses receive?

Most businesses which are eligible for the Retail, Hospitality, Tourism and Leisure Top-Up will receive a one-off grant of £10,000.

Some businesses will receive less than £10,000 if they have already received less than £10,000 through the Localised Restrictions Support Scheme or the Covid Restrictions Business Support Scheme: Part B. In these circumstances, the value of the payments issued through the Localised Restrictions Support Scheme or the Covid Restrictions Business Support Scheme: Part B will be deducted from the £10,000 Retail, Hospitality, Tourism and Leisure Top-Up.

Some businesses received payments through the Localised Restrictions Support Scheme but it was subsequently determined that their business was not eligible for support from the LRSS scheme and these businesses were asked to return their LRSS payment. For these businesses, eligibility for the Retail, Hospitality, Tourism and Leisure Top-Up scheme will be assessed on the basis of them being ineligible for LRSS support. If the business is confirmed to be eligible for the Retail, Hospitality, Tourism and Leisure Top-Up, their top-up grant will be offset against their LRSS payments. This means that all or part of the LRSS payment will be considered to be all or part of their Retail, Hospitality, Tourism and Leisure Top-Up Grant.

For businesses which were incorrectly paid less that £10,000 through LRSS who are confirmed as eligible for this top-up scheme, the value of the LRSS payment will be deducted from their grant award so they do not need to return the LRSS payment. The remaining amount will be issued to the business through the Retail, Hospitality, Tourism and Leisure Top-Up Grant

For businesses which were incorrectly paid more that £10,000 through LRSS who are confirmed as eligible for this top-up scheme, the amount of LRSS that the business is required to repay will be reduced by £10,000. Although the business is eligible for this scheme, no payments will be issued due to this offsetting arrangement.
