New procurement strategy for roads construction, related transport and civil engineering works, and maintenance activities.

The Department for Infrastructure (DfI) has published a new procurement strategy for roads construction and other related transport/civils works valued up to £5 million, and for road maintenance activities.

In March 2023, the Department published the Procurement Enhancement Programme (PEP) procurement strategy, developed to provide an efficient and value for money procurement route for the delivery of road asset maintenance across Northern Ireland. 

A key output of this strategy is the introduction of a suite of eleven Road Asset Management (RAM) frameworks covering all roads maintenance and improvement works valued at up to £5 million.

The frameworks focus on:

  • surfacing
  • surface dressing
  • structures
  • road restraint systems
  • street lighting
  • improvement projects
  • small works
  • road markings and treatments

The frameworks will be used to support efficient procurement, contract flexibility, delivery resilience, and the establishment of best practice groups to support continual improvement and value for money.

DfI will invite tenders for these frameworks in stages between 2024-25 and 2027-28.
